Those of you that think there is nothing wrong with driving and being on a cell phone need to take a long hard look at the facts. There are hard numbers and more then enough scientific proof. I personally know of people who have life long spine and back problems from being hit from behind while sitting at a red light. The people that hit them were to worried about looking down to send a text, they never stop in time. The sad fact is most people are no were near as good a driver as they think they are. Every time you go on the road anything can happen. Your on the phone laughing enjoying your talk, the guy in front of you is texting, the one behind also talking. Something happens and no one is ready. So we add to there already lack of skill in driving with a lack of focus as well. I think the laws need to be harder. You do not need to talk on the phone in anyway while driving. Not if my life or has to be in your hands as well as mine.
No state bans all cell phone use for all drivers. However, California, Connecticut, Delaware, Hawaii, Illinois, Maryland, Nevada, New Hampshire, New Jersey, New Mexico, New York, Oregon, Vermont, Washington, West Virginia (plus Washington, . , Puerto Rico , Guam and the . Virgin Islands ) prohibit all drivers from using hand-held cell phones while driving. 36 states and Washington, . ban all cell phone use by newer drivers; while 19 states and Washington, . prohibit any cell phone use by school bus drivers if children are present. 
In 2013, the use of location-based technology to detect potential texting while driving situations has been announced.  This approach utilizes the GPS and Network Location services of Android mobile phones to estimate the speed that the cell phone is travelling at the time text messages are sent. The recommended approach in this case is for parents install an app on their children's Android mobile phone to silently monitor texting, send alerts when potential texting while driving situations occur, and counsel phone holders (in this case, teenage drivers) after the fact.
